Omar Franco

The Upward Bound Program is one of eight U.S. Department of Education’s TRiO Programs, it provides outreach and support programs to help low-income and first-generation college bound students through the academic pipeline from high school to post-secondary programs. As the Director of Upward Bound I am responsible for the development and administration of the Upward Bound Program, including hiring, training, supervising and evaluating project staff. In addition, I oversee the fiscal management, project development and management, and I serve as the liaison to the target area communities. As the director I also provide direct services to Upward Bound participants.
